Mission Statement
The Department of General Services, Mail Services Division provides each City Department professional Mail, Messenger, and Delivery services. Mail Services adheres to standards set by the United States Postal Service on outbound mail dissemination. In an effort to conserve the City’s annual postage budget, Mail Services educates departments citywide on cost saving methods.
Services
Inter-department mail services are provided Monday through Friday, scheduled either once-daily or intermittent. In the event of unanticipated absences, services may be delayed until the next scheduled day. To ensure time-sensitive mailers reach their destination within restrictive timelines, outgoing mail must reach the Mail Services Main office located in City Hall Room 161 by 3:00 p.m.
On an annual basis, the Mail Services Division (MSD) receives & sorts, distributes & processes an approximate 15 million pieces of mail. Mail categorically includes incoming and outbound USPS, Overnight Delivery Service, and inter-department correspondence. In addition, the MSD sorts & distributes City mail to:
- The County of Los Angeles
- The County of Los Angeles Courthouses (State operated)
- Metropolitan Transit Authority (MTA)
- Sempra Energy (formerly the Gas Company)
POSTAGE ACCOUNT
Each year, the USPS mandates postage cost increases. MSD is responsible to monitor the City's Postage Budget and each Department's mailing activities such as volume of mail processed and postage funds used. A Department is contacted when audit shows a drastic increase in mail volume and/or excessive postage spent. The process allows MSD to ensure the appropriate funds are being deposited with the USPS for uninterrupted City mail processing.
OVERNIGHT DELIVERY SERVICES
Mail Services Division (MSD) is the contract administrator for the City's Overnight Delivery Services. Departments who use a contract-assigned account number receive a discount and the shipment fee is paid through their Postal Budget Account.
MESSENGER MAIL SERVICES
The City's mail messengers provide once-daily service, Monday through Friday, to the downtown Civic Center area. Mail Services Division (MSD) offices are located at:
